I think that word "moé" was overused back in 2006 and it is much MORE overused these days.

Moé was supposed to be a really strict term, but people who like "animes" abused it way too much. They call anything "moé". I wish these people just disappeared.

Moe is probably one of the most versatile and enigmatic words in the Japanese language. It's good to distinguish between the historical "萌え" (moe) and its verb form "萌える" which literally means "sprouting,budding" (as in a plant or general moment of fruition) and its more recent meaning which will be described later. Those outside of otaku subculture, though more and more people are growing increasingly aware of its projected elements, would be more quick to associated 萌え with its standard definition (one that has been in place for centuries and centuries).

In general, the basic parameters of what 萌え can be defined as include at the very least this: A personal, emotionally based attraction, love, infatuation, passion  for or related response to two-dimensional characters from anime, manga, games, and other otaku media. Separate from the misconceptions of many newf/a/gs, it does not mean "cute", "girly" or anything of the sort. It can be used as a verb: "I moe'd over Misuzu in the final scene of Air", a noun: "Rei is so moe", an exclamation: "Moe~!" and an adjective: "I often dissect the traits of moe characters".  

No one can veritably or accurately source where exactly "萌え" comes from, where the use of the word first originated and its original meaning. It entered the Japanese lexicon during the late 90's and took off at the turn of the century. Some say it derives from 2channel, where a user mistakenly used the kanji-auto-correcting function common in all Japanese word processors to write the word "燃える" also pronounced as moeru (literally, to burn, get fired up) as "萌える" (to bud). This myth (if it is one) also exposes one element of moe that has resulted from its duel-pronunciation with 燃える: a burning passion. It isn't uncommon for groups of otaku to "get fired up" for their 2D wives, events at Akihabara, and anything considered "moe" by shouts and fits of passion. Others describe the etymology of "moe" as coming from certain character's names, like Sailor Saturn, Hotaru Tomoe, from the anime adaptation of Naoko Takeuchi's Sailor Moon.

Now as to the precise application and meaning of moe, all that can really be said is that, well, there isn't one. Many theorists, both Japanese and foreign, have begun to unravel what "exactly" moe is, how it should be used, and where its going. For instance, many people have heard about Love Hina author Ken Akamatsu's take on moe as a latent-mothering instinct evolutionarily present in males to compensate for the death of a mate when raising a child. While interesting, this does little to address the two-dimensionally focused aspect of moe. Others theorize the traditional definition of moe (budding, etc.) ties it to lolita fetishes, as participants in moe focus their love towards girls reaching the threshold of their childhood: quite literally, budding. Still others associated moe with an art-style, a kind of super-deformed design similar to Koge Donbo's Di Gi Charat (which is cited by many as establishing some moe standards and traits) that when seen, elicits a sense of moe in the viewer. This attention to visual flair has sparked, as many observers call it, a "Moe Boom", marketers and companies using the word "moe" in association with bishoujo to sell everything from rice to computers. There are opponents to this theory, most prominently Shingo of Heisei Democracy, who provide that moe is not exclusively superficial and is tied, in part, to the narrative in which the "moekko" (moe girl) is found. Many, including myself, also see it as a bastardization of the original meaning of moe, something very personal and individually-based. However, the move of moe into the mainstream nonetheless heavily diluted the original parameters of its meaning. Many people today only see certain things as moe, such as glasses, zettai ryouiki and other "moe points", despite the absence of a solid body dictating what can and cannot be moe.
